It is the complete base game. That is the whole argument, and it is a strong one.
Nothing in the story is behind the upgrade
Rockstar describes the Ultimate additions as items threaded across Jason and Lucia's story, uncovered behind each chapter.
It has never said the Standard Edition is missing story.
There is a pacing argument too
This is a game built around escalation, from small crimes to a state-wide conspiracy.

The case for Ultimate
Ultimate is a $20 upgrade built around named vehicles, weapons, styles, services, shops and a compound.
You can also buy it later
Rockstar says the Upgrade can be purchased separately after the Standard Edition download completes.
So this is not a now-or-never decision.
The value is not fully described
Rideout Customs, Sara's Salon, Stock 305, Electric Fang, One-Eyed Willie's, Goodtime Gear and the PTT Youngin$ Compound are all named.
Their names are confirmed. What they do mechanically is not, and our properties and businesses page keeps that line.
Digital and physical delivery
Both routes open on the same day, and neither involves a disc.
There is no game disc
Rockstar's physical version is a code-in-box product, available from November 12.
Digital pre-orders start preloading at local midnight the same day. Our preload planner covers whether it fits.
The GTA+ month is a digital benefit
It applies to the existing GTA+ membership and must be redeemed under the storefront terms.
It announces nothing about GTA VI multiplayer, as our GTA+ page sets out.
