What Rockstar is returning to is not the 1986 city, though. It is the same geography, four decades later, rebuilt at a fidelity the original could not have imagined - And the gap between those two things is where most of the interesting design work lives.

Vice City sits where Los Santos sat in GTA V. It is the dense core the rest of the map orbits.
The shape is real Miami
A coast, split between a barrier-island beach strip and a mainland downtown, joined by causeways.
That is the same shape as the real city, and the same shape as the 2002 game.
What is new is vertical and interior
Official footage shows a working skyline, populated interiors and street-level density.
Rockstar's claim that it is the studio's most detailed city is a claim about interiors and crowds, not about square kilometres.

Forty years of in-fiction change
The 1986 city was a neon fantasy built on a cocaine economy. The 2026 one carries that history as sediment.
The old city is still visible
Art-deco frontage is still there. So are modern condos, the tourism industry, and an enormous wealth gap.
Three streets inland from the water, the money runs out.
That gap looks deliberate
Trailer footage cuts between waterfront wealth and trailer parks inside the same sequence.
The premise is two people with nothing at the edge of a state-wide conspiracy. The gradient is the story.

Unknown, and worth being careful about.
Marketing is not proportion
Vice City dominates the trailers because it is the most valuable asset Rockstar owns. The other five regions have had a fraction of the screen time.
That is a marketing choice. It says nothing about where the missions are.
The reasonable expectation
Based on GTA V, the city is where most missions happen and the rest of the state is where the game breathes.
