The Vintage Vice City Pack is the most misunderstood item in the GTA 6 pre-order picture, for one reason: people keep filing it under the Ultimate Edition. It is not an edition benefit.
It goes to every pre-order placed before November 20, 2026 at either price. If you pre-ordered the Standard Edition, you get exactly the same pack as somebody who paid twenty dollars more.

Why the pack is a period piece rather than a power bonus
Both confirmed items point backwards.
The car is the oldest thing shown
A 1955 Vapid Stanier, and the Stanier is the marque's least glamorous nameplate.
It is the saloon that ends up as a taxi or a police car.
That is consistent with what the pack is for
Nostalgia, aimed at people who played the 2002 game.
It is not an advantage aimed at people who want to start strong.
What the pack's manifest omits
Rockstar calls it a set of items referencing the original Vice City, and has photographed two of them. It has not published a manifest.
So the honest answer is incomplete
A car, a weapon finish, and an unknown number of further items.
That is the whole of what can be said.
