Water is central to GTA 6: three of the six regions are defined by it, scuba diving is confirmed, and a speedboat and a kayak are both edition vehicles. Every previous Grand Theft Auto had boats that nobody used, because the water was the edge of the map.

- Leonida Keys. A chain of islands where the road is a chokepoint and the water is the open ground.
- Grassrivers. Shallow channels through wetland, where boats may be the only practical transport.
- Vice City. A barrier-island city connected by causeways, with a working port.
- Port Gellhorn. A Gulf-coast town, which means a different coastline and different water conditions.
Diving as a confirmed activity
Scuba diving is confirmed. In GTA V, diving existed and had almost nothing in it: a few collectibles and a submarine.
Why more is a reasonable expectation
Three water-defined regions, an island chain, and confirmed fishing.
An underwater layer with real content fits all of that.

What water traversal does to pursuit
The most interesting consequence is the police.
Road pursuit is a solved problem. Water is not.
The pursuing units have to be boats or aircraft, and the terrain has no lanes to follow.
None of the usual chase logic transfers.

A tiered wanted system across that implies marine police units.
The series has handled those crudely at best. This is one of the genuinely unknown parts of the game.
