GTA V's wanted system had one dial. Add stars, add violence, until the state is throwing helicopters at you.

GTA VI keeps the dial and adds a second axis: what the police are actually trying to do. At the bottom of the scale they are trying to arrest you, and the game gives you a way to let them.

Why the surrender option is a big deal

In every previous GTA, a wanted level ended one of two ways. You escaped, or you died.

Arrest used to happen to you

It was not a choice. It was a failure state with a smaller penalty attached.

You could not decide to take it, so it never entered your thinking during a chase.

Making it a choice changes the chase

If you know what getting caught costs, running becomes a risk you accept rather than the only move you have.

A fine, a lost loadout, a short interruption: each of those is a price you can weigh. That only works if the penalty is fair, and it ties straight into the carry limit.

What non-lethal policing changes about the tone

There are two reasons to build police this way. One is pacing. One is tone.

The pacing reason

If every two-star encounter turns into a firefight, the world becomes exhausting to be in.

Tiered response lets small crimes stay small.

The tonal reason

This is a game satirising modern America, set in Florida, starring someone just out of prison.

Treating police as one escalation curve would lose the joke. Tiers give the writers something to be pointed with, and our non-lethal play page covers the player side.
