What would have to be true
- Restraint has to stick. Zip-tied NPCs must stay restrained rather than getting up when the scripting needs a firefight.
- Missions must not require kills. If a scripted sequence forces a lethal outcome, the run ends there.
- The game must track it. A non-lethal playthrough only means something if the game acknowledges the difference.
- Police behaviour must respond. Tiered responses with a surrender option imply the game distinguishes robbery from massacre - Which is the strongest evidence that it does track this.
Why the police system is the tell
A non-lethal arrest at two stars only makes sense in a game that knows what you did.
