The radio is not decoration in Grand Theft Auto. Vice City's 1986 soundtrack did more to establish that game's identity than any mission in it, and a modern-day return to the city is carrying an expectation formed twenty-four years ago.

V-Rock
V-Rock was Vice City's rock station in 2002. Its return is the clearest musical link between the two games.
It connects the games without a time jump
It anchors the new Vice City to the old one, and the fiction stays in the present day.
That is a neat solution to a problem Rockstar had to solve.
A returning name is a licensing signal
You do not bring back a station brand unless you have the catalogue to back it.
