GTA 6 arrives thirteen years after GTA V because Rockstar spent the decade on Red Dead Redemption 2 and on running GTA Online as a live service, and because it builds simulation systems before content. Those three answers compound.

The three reasons
- GTA Online made a sequel commercially unnecessary for years. A live product generating hundreds of millions annually with a fraction of a new game's development cost is a difficult thing to walk away from. Every year spent on GTA Online was a year not spent on GTA VI, and it was the rational choice.
- Red Dead Redemption 2 consumed the studio. RDR2 shipped in 2018 after roughly eight years of development, absorbing the same senior staff who would build GTA VI.
- The scope grew. Each generation's expectation of density has risen faster than the tools have. A world with fully interactive interiors across 200 vehicles, persistent bodies and six distinct regions is not GTA V's production multiplied; it is a different order of work.
The systems-first philosophy
Rockstar builds simulation systems first, then designs content on top of them.
RDR2 is the clearest example
Animal behaviour, NPC schedules, physical interaction. The world worked because those worked.
The missions sat on top of a world that already ran without them.
Why that makes delays likely
This approach is expensive and slow, and it is why the games feel the way they do.
