The business case is obvious
An established player base, a mature content pipeline, and a large invested audience.
Switching that off to push people toward a game that does not have a multiplayer mode yet would be destroying revenue for nothing.
It also has its own audience
A significant share of players treat it as a social space rather than as GTA V's multiplayer component.
That audience does not automatically transfer to a single-player campaign.
