The policy that exists, in writing

Take-Two and Rockstar published their position on mods after years of ambiguity, and it is more specific than most players assume.

What the policy tolerates

Rockstar Support states that Take-Two generally will not act against third-party projects that are single-player, non-commercial, and respect third-party intellectual property.

That covers the visual overhauls and script mods that defined GTA V on PC. It is a statement of tolerance, not a license, and Rockstar reserves the right to withdraw it.

What it explicitly excludes

Multiplayer and online services, tools that touch them, imported IP from other games, and new standalone games or stories built from Rockstar's assets.

Every part of that exclusion protects GTA Online revenue. Expect the same fence around any future GTA 6 online mode.

How the policy came to exist

In June 2017 Take-Two moved against OpenIV, the toolkit behind most GTA V single-player mods. The community response was severe enough that Rockstar publicly reversed course within weeks and put the single-player tolerance in writing.

Why that history matters for GTA 6

The 2017 reversal is the strongest evidence that Rockstar sees single-player modding as an asset it should not destroy.

It is also the clearest statement of where the line sits: the moment a mod touches online play, tolerance ends.

The sanctioned exception: FiveM

One modded platform is not merely tolerated but owned. Rockstar acquired Cfx.re, the team behind FiveM and RedM, in August 2023, and its support pages authorise roleplay servers running through Cfx.re FXServer.

  • A PC version announcement, which would make the single-player mod policy relevant to GTA 6
  • Any Rockstar statement extending or restricting the mod policy for GTA 6
  • Cfx.re or Rockstar naming GTA 6 support for FXServer or a successor platform
  • An official creator program, mod marketplace or Steam Workshop style system

Frequently asked questions

Can you mod GTA 6 on PS5 or Xbox?

No. Consoles do not allow modified game files, and no console GTA game has ever had sanctioned mod support. Anything sold as a console mod is a scam.

Will GTA 6 have mods on PC?

There is no announced PC version. If one arrives, Take-Two's written policy tolerates single-player, non-commercial mods, the same terms GTA V lives under.

Is using single-player mods bannable?

On GTA V PC, Rockstar's support page says single-player mods are tolerated and players are not banned for them. The policy excludes anything touching online services.

Will FiveM work with GTA 6?
