Jason and Lucia have a dedicated relationship track, separate from the game's crime systems. You maintain it, and it can cool if you do not.

By spending time together outside missions. The Extended Look showed the pair exploring Leonida, playing pool and mini-golf, kayaking, shopping, working out and buying each other food.
Committing crimes together counts too, which is the part that makes it a Grand Theft Auto system rather than a dating sim bolted on.
The texting is the part people miss
While you are out as one character, the other sends check-in messages. Some are mundane, down to locking up the house.
Replying maintains the relationship, even if the reply is that you want space. Leave the message on read and the bond cools. That is the mechanic in one sentence.
It is optional, and that is deliberate
Rob Nelson, co-studio head at Rockstar North, told IGN that players can decline the romance entirely.
You can build them as lovers, keep them as friends who happen to rob banks together, or let it drift. The pair still support each other either way; the relationship simply does not develop.
